Circle's stablecoin-native L1

Arc is Circle's institutional-grade, EVM-compatible layer-1 for stablecoin finance, using USDC as native gas with sub-second finality and optional privacy. Mainnet went live on September 16, 2026, with founding validators including BlackRock, Visa, Mastercard and ICE. A 10B ARC genesis supply was minted, but Circle calls it not a commitment to a public launch; the move to ARC-based PoS is planned for 2027. The $222M presale was led by a16z crypto with BlackRock, Apollo and ICE.
