Recall Foundation winds down and burns 35.86% of RECALL supply

A year after launching RECALL in October 2025 to power open evaluation of autonomous AI agents, the Recall Foundation board decided to wind down, citing weak protocol adoption, operating costs and growth outlook. The Foundation says the move is not the result of a hack.

The Foundation will burn about 358.6M RECALL under its control, roughly 35.86% of total supply, cutting it to an estimated 641.4M tokens.

Holders get no buyback, redemption or distribution. The remaining ~$3.7M in stablecoins and fiat goes to creditors ($3.45M) and wind-down costs, and the Foundation stops liquidity support, so exchange delistings are expected.

Staked RECALL is not burned and the unstaking cooldown is removed. app.recall.network turns read-only on November 30, with Cayman liquidation expected in Q1 2027. Recall Labs, a separate company, is not covered by the wind-down.
