Richard Heart: From HEX to Handcuffs
Richard Heart spent years flexing a 555-carat diamond and a garage of supercars. Now Turkish police are counting his watches.
He was detained in Istanbul on October 14 on a Finnish Interpol Red Notice. Searches of 15 addresses turned up $7.15M in cash, 6 cold wallets, 7 guns and 1,400 rounds.
What he's accused of:
• Raising $1B+ via HEX, PulseChain and PulseX without registration
• Spending $12M+ of investor money on luxury, incl. a $4.3M diamond
• Telling buyers to "sacrifice", not "invest", to dodge securities law
• Aggravated tax fraud in Finland, hundreds of millions of euros
• Assaulting a 16-year-old in 2021
The SEC case was dismissed in 2025 on jurisdiction, not on the merits. Finland's case is still open, and no court has convicted him on any count.
HEX was pitched as the first high-yield "Blockchain Certificate of Deposit." HEX is now down 99.9% from its peak.
