In the first 9.5 hours after withdrawals reopened, Binance posted a $3.64B net outflow: $4.65B out, $1.01B in, or 2.1% of the $171B in its Oct 28 proof-of-reserves.

The next 10 largest exchanges took in just $710M combined. OKX alone got $496M, about 70% of it, while Bitfinex and Gemini saw net outflows.

Wallet trackers show closer to $6.9B leaving Binance over 24 hours, but part of that is likely funds moving to new Binance hot wallets not yet labeled.

Binance has covered 95% of the $6.3B North Korean hackers stole, using SAFU, its insurance fund and treasury. A new zero-knowledge proof-of-reserves is due Tuesday, Nov 3.
